DATUK ROGER TAN KOR MEEManaging PartnerDatuk Roger Tan is the founder and managing partner of Roger Tan & Partners (RTNP). On January 1, 2010, the senior partners took over the entire practice of Nik Saghir & Ismail, Johor Bahru of which he had been the managing partner from 1995 to 2009. He has acted for various corporations and institutions in Malaysia, Singapore and Hong Kong, and as a legal consultant to various statutory bodies and government authorities in Malaysia. He sat in the legislative drafting committees of Johor State Government and the Federal Ministry of Housing and Local Government with regard to Water Supply Enactment 1993 of Johor, Water Supply (Successor Company) Enactment 1993 of Johor, Housing Developers (Control and Licensing) (Amendment) Act 2002 and its regulations, Housing Development (Control And Licensing) (Amendment) Act 2007 and its regulations, and the Solid Waste And Public Cleansing Management Act 2007. Datuk Roger has for many years acted for the Johor State Government and some Federal statutory bodies as their external legal consultant in various privatisation, development and joint venture contracts. He was also the first Company Secretary of Johor State Government's investment arms of Syarikat Air Johor Sdn Bhd, Permodalan Darul Ta'zim Sdn Bhd and Kumpulan Prasarana Rakyat Johor Sdn Bhd. Datuk Roger was an elected member (2004-2009) of the Bar Council of Malaysia - the governing body of the Malaysian Bar. He had served the Malaysian Bar in various capacities including the Webmaster of the Malaysian Bar Website, Chairman of the 14th Malaysian Law Conference Organising Committee, Conveyancing Practice Committee and the National Young Lawyers Committee. In March 2018, he returned to Bar Council and served as one of its elected members until March 2023. In 2008, he was appointed by the International Bar Association as part of an international team to evaluate the state of judiciary and the rule of law in Fiji. He was also the head of the Bar Council's Evaluation Team set up by the Legal Profession Qualifying Board to assess the law degree programmes from local universities to determine whether their law graduates should be exempt from the Certificate in Legal Practice examination before they could become 'qualified persons' to be called to the Malaysian Bar. |
Between March 2009 to March 2015, Datuk Roger served the maximum term of six years as a Board Member of the Solid Waste Management and Public Cleansing Corporation of Malaysia, a position appointed by the the Minister of Housing & Local Government under the Solid Waste and Public Cleansing Management Corporation Act, 2007. At SWCorp, he was the Chairman of its Licensing Committee. Between June 1, 2009 to May 31, 2017, Datuk Roger was also a Commissioner of the National Water Services Commission of Malaysia (SPAN), having been appointed by the Minister of Energy, Green Technology and Water. During his time at SPAN, he served as the Chairman of the Disciplinary Committee (for Senior Executives level) and also its Licensing, Legal Affairs and Enforcement Committee. He had also served as a member of the Advocates & Solicitors Disciplinary Board from April 2013 - April 2015 and from July 2017 - July 2019, appointed by the Chief Judge of Malaya after consultation with the Bar Council. He is also a member of the Solicitors Costs Committee set up under section 113 of the Legal Profession Act, 1976. On July 1, 2015, he was appointed as a president of the Strata Management Tribunal when the new Strata Management Act 2013 came into force on the same day. He held this position for seven years. On July 10, 2019, Datuk Roger was appointed by then Home Minister, Tan Sri Muhyiddin Yassin as a member of the Government's Special Task Force to investigate the alleged enforced disappearances of Pastor Raymond Koh and activist Amri Che Mat. Currently, he is also a trustee of Tunku Abdul Rahman University of Management and Technology (TARUMT) and a Commissioner of the Malaysian Aviation Commission. On 22 March 2023, Datuk Roger was also appointed to the Panel of Experts of the Ministry of Housing and Local Government by its Minister. Since early 1980s, Datuk Roger has been writing regularly and he has contributed many articles in local and foreign legal periodicals and news media including Asiaweek, Far Eastern Economic Review, Malayan Law Journal and Current Law Journal. He has also written for the New Straits Times, The Star and theSun newspapers. His current column in The Sunday Star is known With All Due Respect. Datuk Roger has been a Commissioner for Oaths and Notary Public since March, 1997 and February, 2002 respectively. As a recognition of his services to the nation, he was conferred the Federal award of Panglima Jasa Negara (Commander of the Order of Meritorious Service) by His Majesty DYMM Yang di-Pertuan Agong XIV (HM The King) which carries the title "Datuk". |
